If you see oppression of the poor and perversion of justice and righteousness in the province, don’t be astonished at the situation, because one official protects another official, and higher officials protect them.
If H518 you see H7200 oppression H6233 of the poor H7326 and denial H1498 of justice H4941 and righteousness H6664 in the province H4082, do not be H8539 shocked H8539 at the [fn]sight H2656; for one [fn]official H1364 watches H8104 over H4480 H5921 another [fn]official H1364, and there are higher H1364 [fn]officials H1364 over H5921 them.

If you see the oppression of the poor and the denial of justice and righteousness in the province, do not be shocked at the sight [of corruption]; for a higher official watches over another official, and there are higher ones over them [looking out for one another].
إِنْ رَأَيْتَ ظُلْمَ الْفَقِيرِ وَنَزْعَ الْحَقِّ وَالْعَدْلِ فِي الْبِلاَدِ، فَلاَ تَرْتَعْ مِنَ الأَمْرِ، لأَنَّ فَوْقَ الْعَالِي عَالِيًا يُلاَحِظُ، وَالأَعْلَى فَوْقَهُمَا.
