What answer will be given to the messengers from that nation?
The LORD has founded Zion,
and his oppressed people find refuge in her.
The scoundrel’s weapons are destructive;
he hatches plots to destroy the needy with lies,
even when the poor person says what is right.
The poor and the needy seek water, but there is none;
their tongues are parched with thirst.
I will answer them.
I am the LORD, the God of Israel. I will not abandon them.
Shout for joy, you heavens!
Earth, rejoice!
Mountains break into joyful shouts!
For the LORD has comforted his people,
and will have compassion on his afflicted ones.
“Poor Jerusalem, storm-tossed, and not comforted,
I will set your stones in black mortar,[fn]
and lay your foundations in lapis lazuli.
“Is it not to share your bread with the hungry,
to bring the poor and homeless into your house,
to clothe the naked when you see him,
and not to ignore your own flesh and blood?[fn]
My hand made all these things,

and trembles at my word.

“and when he oppresses the poor and needy, commits robbery, and does not return collateral, and when he looks to the idols, commits detestable acts,
“He keeps his hand from harming the poor, not taking interest or profit on a loan. He practices my ordinances and follows my statutes. Such a person will not die for his father’s iniquity. He will certainly live.
“The people of the land have practiced extortion and committed robbery. They have oppressed the poor and needy and unlawfully exploited the resident alien.
You pierce his head
with his own spears;
his warriors storm out to scatter us,
gloating as if ready to secretly devour the weak.
I will leave
a meek and humble people among you,
and they will take refuge in the name of the LORD.
