Then the water surged even higher on the earth, and all the high mountains under the whole sky were covered.

Meanwhile, Moses was shepherding the flock of his father-in-law Jethro,[fn] the priest of Midian. He led the flock to the far side of the wilderness and came to Horeb,[fn] the mountain of God.

He answered, “I will certainly be with you, and this will be the sign to you that I am the one who sent you: when you bring the people out of Egypt, you will all worship[fn] God at this mountain.”

Now the LORD had said to Aaron, “Go and meet Moses in the wilderness.” So he went and met him at the mountain of God and kissed him.

And the LORD set a time, saying, “Tomorrow the LORD will do this thing in the land.”

You will bring them in and plant them

on the mountain of your possession;

LORD, you have prepared the place

for your dwelling;

Lord,[fn] your hands have established the sanctuary.

Moses’s father-in-law, Jethro, along with Moses’s wife and sons, came to him in the wilderness where he was camped at the mountain of God.

They traveled from Rephidim, came to the Sinai Wilderness, and camped in the wilderness. Israel camped there in front of the mountain.

“and be prepared by the third day, for on the third day the LORD will come down on Mount Sinai in the sight of all the people.

On the third day, when morning came, there was thunder and lightning, a thick cloud on the mountain, and a very loud blast from a ram’s horn, so that all the people in the camp shuddered.

The LORD came down on Mount Sinai at the top of the mountain. Then the LORD summoned Moses to the top of the mountain, and he went up.

Moses responded to the LORD, “The people cannot come up Mount Sinai, since you warned us: Put a boundary around the mountain and consecrate it.”

All the people witnessed[fn] the thunder and lightning, the sound of the ram’s horn, and the mountain surrounded by smoke. When the people saw it[fn] they trembled and stood at a distance.

And Moses wrote down all the words of the LORD. He rose early the next morning and set up an altar and twelve pillars for the twelve tribes of Israel at the base of the mountain.

The LORD said to Moses, “Come up to me on the mountain and stay there so that I may give you the stone tablets with the law and commandments I have written for their instruction.”

When Moses went up the mountain, the cloud covered it.

“You must make it according to all that I show you ​— ​the pattern of the tabernacle as well as the pattern of all its furnishings.

“Be careful to make them according to the pattern you have been shown on the mountain.

“You are to set up the tabernacle according to the plan for it that you have been shown on the mountain.

“Construct the altar with boards so that it is hollow. They are to make it just as it was shown to you on the mountain.

When he finished speaking with Moses on Mount Sinai, he gave him the two tablets of the testimony, stone tablets inscribed by the finger of God.

When the people saw that Moses delayed in coming down from the mountain, they gathered around Aaron and said to him, “Come, make gods[fn] for us who will go before us because this Moses, the man who brought us up from the land of Egypt ​— ​we don’t know what has happened to him! ”
