4 I take Jdg 17:6; Jdg 18:1; Jdg 19:1 and Jdg 21:25 as thematic—but not as an apologetic for the need of a human monarchy in Israel, rather as a comment on the next generation’s demand for a human king and Samuel and Yahweh’s disapproval of that demand (see 1Sa 8:1-22; 1Sa 10:17-19; 1Sa 12:1-25). Yahweh is Israel’s King—even if men do not submit to Him as such. He is able to govern in spite of the Nation’s sin.
