Horne attended Glasgow University and Mansfield College, Oxford. Ordained as a Congregational minister, he served at the Allen Street Congregational Church in Kensington, England, from 1889 to 1903. Afterward, he became superintendent of Whitefield’s Central Mission on Tottenham Court Road. From 1910-1911, he served as chairman of the Congregational Union of England and Wales. He was also Member of Parliament for Ipswich.
