Jos 21:41 — All the cities of the Levites within the possession of the children of Israel [were] forty and eight cities with their suburbs.

forty		At the last census, the tribe of Levi amounted only to 23,000 (Nu 26:62); and it is thought by some that forty-eight cities was too great a proportion for this tribe. But it should be considered, that cities in ancient times were little more than villages.

And those that were numbered of them were twenty and three thousand, all males from a month old and upward: for they were not numbered among the children of Israel, because there was no inheritance given them among the children of Israel.
